Understanding Confined Spaces in Workplaces

Many organisations assume confined spaces only exist in high-risk industrial settings such as tanks, silos, and sewers. But in reality, confined spaces are much more common than most people realise, and failing to identify them can place employees at serious risk.

Confined spaces appear across almost every sector, from manufacturing and facilities management to commercial buildings and data-driven environments. However, these spaces aren’t always obvious.

What Is a Confined Space?

Under the Confined Spaces Regulations 1997, a confined space is any place that is:

  • Substantially enclosed
  • Where serious injury could occur due to hazardous substances or dangerous conditions such as lack of oxygen or risk of entrapment.

Common hazards found in confined spaces include:

  • Oxygen deficiency or enrichment
  • Harmful gases, fumes, smoke or vapour
  • Heat, steam or excessive temperatures
  • Flooding or rising liquids
  • Restricted access and limited escape routes
  • Fire or explosion risks
  • Stored mechanical energy or moving equipment

Server Rooms – Why They May Qualify as Confined Spaces

Modern server rooms are typically small, enclosed areas containing: servers and data racks, power distribution units, cooling units, network equipment & gas-based fire suppression systems.

These enclosed areas housing servers, networking equipment & cooling systems can become hazardous due to limited ventilation/restricted access.

Where gas suppression systems are installed (e.g. using IG-55, STAT-X, or similar agents), the risk of oxygen depletion further reinforces the need for confined space awareness or entry training for IT teams, facilities staff, and contractors accessing these areas.
